“დემოკრატია და განათლება“- დემოკრატიის სწავლების იდეა სიახლე არ არის. ევროპის ბევრ ქვეყანაში ის წლებია დამკვიდრებულია. აღნიშნული ძირითად მოიცავდა მოქალაქეთა ინფორმირებას პოლიტიკური სისტემის შესახებ, რომელიც იყენებდა სწავლების ფორმალურ მეთოდებს. შესაბამისად მოქალაქეობის საბაზისო მოდელი პასიური და მინიმალისტური იყო. ბოლო წლებში ევროპამ ძირეული ცვლილებები განიცადა, რომელიც მოიცავს ეთნიკურ კონფლიქტს და ნაციონალიზმს, გლობალურ საფრთხეებს და დაუცველობას, ახალი საინფორმაციო და საკომუნიკაციო ტექნოლოგიების განვითარებას, გარემოსდაცვით პრობლემებს, მოსახლეობის გადაადგილებას, ურთიერთდაკავშირებისა და ურთიერთდამოკიდებულების გაზრდას და ა.შ. ასეთი გამოწვევების წინაზე გამოიკვეთა ახალი ტიპის მოქალაქეების საჭიროება: მოქალაქეების, რომლებიც არამარტო ინფორმირებულნი არიან და გააზრებული აქვთ თავიანთი ძირითადი პასუხისმგებლობები, არამედ შეუძლიათ აქტიური წვლილი შეიტანონ თავიანთ სათემო ცხოვრებაში, ქვეყანაში და მსოფლიოში, მონაწილეობა მიიღონ თავიანთი ინდივიდუალურობის გამოვლენის მიზნით და დაეხმარონ პრობლემების მოგვარებაში. E-twinning-ს აქვს პოტენციალი რომ დემოკრატიული გამოცდილება გაუზიაროს მთელს ევროპას და შეიმუშაონ ერთობლივი იდეები და პროექტები საზოგადოებაში აქტიური წვლილის შესატანად.

The idea of Education for Democracy is not new. It has been present in various European countries for many years. Mainly this has consisted of informing learners about the political system using formal methods of instruction. The underlying model of citizenship has therefore been a passive and minimal one. In recent years events experienced and changes taking place across Europe. They include ethnic conflicts and nationalism, global threats and insecurity, development of new information and communication technologies, environmental problems, population movements, increasing interconnectedness and interdependence etc. In the face of challenges such as these, it has become clear that new kinds of citizens are required: citizens that are not only informed and understand their formal responsibilities, but also able to actively contribute to the life of their community, their country and the wider world, and participate in ways that express their individuality and help to solve problems. E-twinning has the potential to share democratic experiences across Europe and to develop jointly ideas and projects to contribute actively to the community.
